white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 今天窗外雨雪紛紛，已撲入春天懷抱的鳥(niǎo)兒們也都一片驚散，讓我瞬間想起老鄉(xiāng)屈原在《九章》里的詩(shī)句：“霰雪紛其無(wú)垠兮，云霏霏而承宇”。如果沒(méi)有疫情，下雪是令武漢人歡呼雀躍的日子。但是，此刻漫天的大雪只加劇著人們由內(nèi)而外的寒冷。今天的疫情顯示，截至2020年2月14日24時(shí)，湖北省累計(jì)報(bào)告新冠肺炎病例54406例，累計(jì)病亡1457例。我每天醒來(lái)第一件事就是關(guān)心疫情數(shù)字，像底氣不足的學(xué)生想看又不敢看那份成績(jī)單。這一天天上漲的數(shù)字不是數(shù)字，是撕心裂肺的人間悲劇，是錐骨入髓的城市傷痛，那些來(lái)不及的道別和不能抵達(dá)的相送，一天天地追趕，若流水轉(zhuǎn)著渦漩，全是苦咸。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 我是武漢封城的前一天坐侄女的私家車離開(kāi)武漢的?；啬锛业诙欤甯睍?shū)記張玉恒就上門登記，我問(wèn)他從武漢回村的人有多少，他說(shuō)目前有五十多個(gè)。下午村衛(wèi)生室又電話我去測(cè)體溫。我報(bào)上名字，他們竟微笑著與我拉家常，都知道我是誰(shuí)的女兒，那么親切，讓我瞬間釋然，一下子找到重做一個(gè)村民的幸福感。其實(shí)現(xiàn)在的村干部和這些年輕人我都不認(rèn)識(shí)。逢年過(guò)節(jié)偶爾回娘家，都是來(lái)去匆匆。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 父母年屆八旬，陪父母過(guò)年是我一直努力堅(jiān)守的孝道。在武漢我的日常生活一直做減法，下班后和雙休曰，只要無(wú)公務(wù)，我都宅在家里看書(shū)畫畫。上班自己開(kāi)車，也不無(wú)事躥門，所以當(dāng)封城令后人們對(duì)武漢人談虎色變，對(duì)自己來(lái)歷的清白使我保持著足夠的自信和坦然。這種從容讓我與父母親密地廝守了半個(gè)月，終于因正月初八我到菜地寫生受寒感冒不得不自行隔離，至今我與父母都只聞其聲，不見(jiàn)其人，一個(gè)屋檐下不見(jiàn)父母已近半月。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 體溫每天三五遍監(jiān)測(cè)，母親戴口罩端水送飯。好在大哥買的阿奇霉素分散片和感冒滴丸，都對(duì)了癥。后來(lái)斷了藥，鎮(zhèn)村也封閉，便由母親委托張玉恒代買。一家人誠(chéng)惶誠(chéng)恐，嘴上都說(shuō)感冒沒(méi)事，心里卻直打鼓，幸而一周后痊愈。為慎重起見(jiàn)，母親仍堅(jiān)持將我隔離。這樣也兩清，父親一年四季的咳嗽，偶爾打幾個(gè)噴嚏都不會(huì)懷疑到我頭上。只是有了這樣的時(shí)刻，大家彼此催促吃一粒速效感冒膠囊，及時(shí)掐滅病毒苗頭。母親是頂梁柱。家里的代銷店雖也關(guān)門歇業(yè)，附近的鄉(xiāng)民有個(gè)急需，母親還得張羅。她常笑說(shuō)，她是在炮火中過(guò)日子。母親衛(wèi)生習(xí)慣好，天天看電視，秀才不出門能知天下事，耳聰目明身手敏捷，說(shuō)話也爽朗，長(zhǎng)年跳廣場(chǎng)舞，全然是硬扎勞動(dòng)力。正如母親言這個(gè)家她不能倒，否則一家人的生活就沒(méi)了著落。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 我是受父母嬌慣的人，當(dāng)過(guò)幾十年小學(xué)校長(zhǎng)的父親中風(fēng)后腿腳不利索，勉強(qiáng)能生活自理，一只耳朵失聰，這世界幾乎向他關(guān)了半扇門。曾經(jīng)的博聞強(qiáng)志還努力幫他看護(hù)著世界。從我的童年到侄兒們的童年他嘴上總掛著一句口頭禪：萬(wàn)般皆下品，唯有讀書(shū)高。這話在我耳根起了深深的老繭。加之我母親的指揮棒也夫唱婦隨：只要學(xué)習(xí)好，家務(wù)活兒全免。所以盡管我是小考中考數(shù)學(xué)滿分狀元，中考總分全市前八，學(xué)習(xí)委員當(dāng)?shù)嚼系暮脤W(xué)生，卻在家務(wù)活兒上一直不及格。因此回娘家名譽(yù)上是我孝敬父母，陪伴老人。父母在，不遠(yuǎn)游。實(shí)際上還是老孩子回家蹭父愛(ài)母愛(ài)。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 我微信朋友圈有2000多個(gè)好友，天南地北海內(nèi)海外。每天看微信，了解抗疫中的社情民意，關(guān)注民生，重視調(diào)研和思考，也成為我的職業(yè)習(xí)慣。偶爾也有媒體人認(rèn)為我是所謂“著名”作家，有幾分薄面，故遇難題，也向我求助。我雖知那樣的高帽我難以受用，人微言輕心生忐忑，好在我的朋友們都高風(fēng)亮節(jié)給予支持。因?yàn)榇蠹叶疾皇菫橐患褐?，只為眾生解困。所以，?lái)來(lái)去去，都輕松坦蕩。比如有人反映省外到武漢援助的醫(yī)護(hù)人員缺生活用品。后來(lái)大家多方努力及時(shí)得以解決。還有一些諸如用公共空間設(shè)施隔離輕癥病人等建議也都及時(shí)傳遞給高層。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 2月10日起，武漢全面啟動(dòng)小區(qū)封閉管制，給社區(qū)服務(wù)帶來(lái)巨大壓力。在人手嚴(yán)重不足的情況下，政府要求干部下沉。<span style="-webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961);">其實(shí)2月8日始，在單位的組織下我就遠(yuǎn)程做起了武漢某社區(qū)的黨員志愿者，負(fù)責(zé)武漢某小區(qū)6戶居民每天的健康情況報(bào)告。做的過(guò)程中，生發(fā)了些感慨，但身邊沒(méi)人跟我分享，也就沒(méi)去琢磨，直到今天一早，在微信朋友圈看到新疆朋友發(fā)的一則消息：新疆生產(chǎn)建設(shè)兵團(tuán)第六師五家渠市芳草湖農(nóng)場(chǎng)振興南路社區(qū)黨支部書(shū)記、社區(qū)居委會(huì)主任楊正亮，堅(jiān)守崗位10多天，2月9日，因疲勞過(guò)度突發(fā)疾病，不幸離世，年僅37歲。這消息既讓我沉痛，也像一根引線引發(fā)了我對(duì)社區(qū)工作的思考，于是我在轉(zhuǎn)發(fā)這條消息前，結(jié)合志愿者工作，提出了一些問(wèn)題：</span></h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 一是過(guò)去社區(qū)與居民之間沒(méi)建立健全便捷靈敏的網(wǎng)絡(luò)信息通道?，F(xiàn)在忽然發(fā)現(xiàn)其重要性，首選即建立社區(qū)鄰里群。我電話居民，要他們加入社區(qū)鄰里群，一半人立馬執(zhí)行，一半人反復(fù)電話和信息，才加入。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 二是社區(qū)平時(shí)沒(méi)跟蹤更新居民基本信息。其中兩戶，因社區(qū)提供的電話和戶名不精準(zhǔn)，我又通過(guò)鄰里群打聽(tīng)，才知有的戶主不健在了，有的早移居異地。小區(qū)房大多是鐵打的營(yíng)盤，流水的兵。我的一個(gè)同事從社區(qū)得到14個(gè)戶主的基本信息，其中三個(gè)早有變動(dòng)，問(wèn)了一串人，才確定目前居住者，有的房子轉(zhuǎn)賣了幾手，主人變更了三次，有的轉(zhuǎn)租多人合租，而外來(lái)租戶與社區(qū)原住民毫無(wú)來(lái)往，租戶下落不明。這從源頭上影響了疫情摸底。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 三是居民強(qiáng)烈的自我中心意識(shí)，對(duì)陌生人和陌生電話的戒備，給社區(qū)增加工作難度和成本。我動(dòng)員兩個(gè)鄰居給頑固不理的居民發(fā)信息，也不湊效。有人直接回復(fù)：陌生電話勿擾。后來(lái)我通過(guò)在鄰居群發(fā)問(wèn)，從而信息對(duì)象更精準(zhǔn)，口氣更強(qiáng)硬，對(duì)方才立馬加我微信，進(jìn)來(lái)第一句話就問(wèn)：我們這個(gè)小區(qū)有病例嗎？</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 四是社區(qū)過(guò)去與居民之間兩張皮，各自為陣，沒(méi)建立起良好的互動(dòng)關(guān)系?，F(xiàn)在因抗疫忽然間雙方都有了倉(cāng)促而緊迫的需求。干部的主要壓力來(lái)自政府統(tǒng)一要求，居民的壓力來(lái)自飲食起居。這個(gè)利益鏈或者這個(gè)獨(dú)木橋便顯得焦灼而擁擠。而社區(qū)壓力的最大承擔(dān)者就是第一責(zé)任人社區(qū)黨組織書(shū)記。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 五是政府過(guò)去低估了社區(qū)管理的意義價(jià)值，社區(qū)人力配備偏弱，目標(biāo)監(jiān)管考評(píng)不到位?，F(xiàn)在抗疫成了晴雨表和溫度計(jì)。外來(lái)干部當(dāng)志愿者要從頭?鍋。以后加強(qiáng)社區(qū)治理，將成為城市管理的重頭戲。在這方面，農(nóng)村管理反而更到位。村干部身在村民中，平時(shí)熟悉村情，誰(shuí)家的孩子在外面做什么，誰(shuí)家來(lái)了客人往往都知道。村干部、村民與責(zé)任田、宅基地的密切關(guān)系，實(shí)踐了十幾年的村民自治和村民選村官的體制，也有效拉近了干部與村民的關(guān)系，杜絕了村委會(huì)與村民兩張皮。而城市居民長(zhǎng)期老死不相往來(lái)的小區(qū)生活，社區(qū)干部、居民與居民的工作單位、小區(qū)務(wù)業(yè)之間沒(méi)建立起緊密聯(lián)系，也導(dǎo)致城市社區(qū)工作根子上的薄弱得以凸顯。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 下午我又接到單位電話，要求就地下沉，到居住區(qū)社區(qū)報(bào)到，亮明身份，主動(dòng)做志愿者。我于是向父母所在的村副書(shū)記張玉恒做了報(bào)告。他說(shuō)可能讓我做的具體事兒不會(huì)有什么，對(duì)?……后面就沒(méi)明說(shuō)。他說(shuō)因?yàn)榘l(fā)揮黨員、志愿者及聯(lián)防隊(duì)員的作用，全村封閉式管理已到位。在我記者似的詢問(wèn)下，這個(gè)50多歲的精干村官告訴我：平湖村有4000多人，500多個(gè)外市返鄉(xiāng)人員，六個(gè)組、一個(gè)居民點(diǎn)、一個(gè)還建小區(qū)。9個(gè)村干部為主力以外，大量發(fā)揮了黨員志愿者的作用。每個(gè)組都安排村民黨員志愿者做10戶聯(lián)防工作，任務(wù)是宣傳，登記，監(jiān)測(cè)，勸導(dǎo)，做到人不走動(dòng)，車不移動(dòng)，做到不漏一戶，不掉一人。道路共封堵十九處，生命通道兩處，派人監(jiān)測(cè)、消毒、登記、測(cè)體溫。每個(gè)組或區(qū)點(diǎn)都有2至3個(gè)代購(gòu)員。他們想給每個(gè)家庭每人派發(fā)一個(gè)體溫計(jì)，但是買不到。后來(lái)我問(wèn)他，這件事是不是需要我?guī)兔?？他又說(shuō)，村里很多人不會(huì)使用體溫計(jì)。如果摔碎了，水銀弄出來(lái)也很麻煩。后來(lái)就這個(gè)問(wèn)題，我跟他交流了一晚上。我建議他把全村人分組進(jìn)群，每個(gè)家庭推薦一個(gè)代表進(jìn)去。要醫(yī)生演示怎樣使用體溫計(jì)及注意事項(xiàng)拍成視頻，然后發(fā)布到群里。我也告訴他，我們?cè)谖錆h做體溫登記的方法。我說(shuō)一個(gè)人發(fā)燒是有怕冷的癥狀的。即使沒(méi)有體溫計(jì)也可以知道這個(gè)家庭有沒(méi)有人發(fā)燒。如果有，再派醫(yī)護(hù)人員上門量體溫。他一下子就把我拉到了一組的群。這樣我轉(zhuǎn)眼就成了一組的村民。他后來(lái)就按我的方法在村組群里統(tǒng)計(jì)體溫情況。嘿嘿。看來(lái)這位村干部很信任我，來(lái)日方長(zhǎng)，志愿者怎么做下去，且聽(tīng)以后分解。</h3><p style="font-family: -webkit-standard;
