white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;">1、 供暖管線深埋地下已有4年多時(shí)間，隨著時(shí)間的推移，受施工質(zhì)量不確定、土壤侵蝕、地下水沖刷等影響，目前管道多處出現(xiàn)滲漏，導(dǎo)致1、4區(qū)當(dāng)前無(wú)法通過(guò)壓力測(cè)試，雖然西城熱力公司一直在督促監(jiān)督開發(fā)商盡快解決，但目前進(jìn)度緩慢，故障點(diǎn)仍然沒(méi)有排除。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;">2、 根據(jù)目前已經(jīng)收到的供暖辦卡數(shù)據(jù)，我們發(fā)現(xiàn)，距之前簽字確認(rèn)支持供暖的實(shí)際簽名數(shù)據(jù)有一個(gè)比較大的出入，部分業(yè)主還沒(méi)有及時(shí)辦卡或登記供暖手續(xù)，由于11月中旬就要開始供暖，所以時(shí)間的緊迫性與辦卡進(jìn)度的緩慢性是當(dāng)前最嚴(yán)重的問(wèn)題。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;">3、 如今年無(wú)法實(shí)現(xiàn)辦卡達(dá)標(biāo)，即之前簽名數(shù)據(jù)比例（40%）左右，萬(wàn)悅城供暖進(jìn)度將進(jìn)入嚴(yán)重的被動(dòng)狀態(tài)。這個(gè)被動(dòng)不是說(shuō)說(shuō)笑笑，而是要由萬(wàn)悅城全體業(yè)主掏出真金白銀，付出巨大代價(jià)的。一旦供暖進(jìn)度被迫暫停，供暖管網(wǎng)的隱患問(wèn)題將會(huì)被無(wú)限期掩藏下去，隨著時(shí)間的推移，管網(wǎng)故障率將會(huì)爆發(fā)性增長(zhǎng)。待到大家都希望供暖的那一天，管網(wǎng)已被侵蝕損壞，開發(fā)商、承建商推脫責(zé)任，重新啟動(dòng)供暖就不僅僅是時(shí)間的問(wèn)題，而是要耗費(fèi)大量的人力物力和財(cái)力的問(wèn)題。業(yè)主們只有兩個(gè)選擇，要么萬(wàn)悅城永久性的斷掉集中供暖，從此成為一個(gè)冷冰冰無(wú)供暖的小區(qū)，要么全體業(yè)主自掏腰包，集體集資重建管網(wǎng)。這兩個(gè)選擇，幾乎都是最差的結(jié)果。</h3> <p style="font-family: -webkit-standard;
