荔波縣教育局關(guān)于公布合法民辦幼兒園及校外培訓(xùn)機(jī)構(gòu)的通告

white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;">       為進(jìn)一步促進(jìn)我縣民辦教育健康發(fā)展，方便廣大家長(zhǎng)選擇正規(guī)民辦幼兒園和校外培訓(xùn)機(jī)構(gòu)，保障廣大家長(zhǎng)、學(xué)生的合法權(quán)益，根據(jù)《中華人民共和國(guó)民辦教育促進(jìn)法》《中華人民共和國(guó)民辦教育促進(jìn)法實(shí)施條例》《國(guó)務(wù)院關(guān)于當(dāng)前發(fā)展學(xué)前教育的若干意見(jiàn)》《黔南州校外培訓(xùn)機(jī)構(gòu)設(shè)置標(biāo)準(zhǔn)（試行）》等相關(guān)規(guī)定，現(xiàn)將我縣審批設(shè)立的縣城公民辦幼兒園及校外培訓(xùn)機(jī)構(gòu)（見(jiàn)附件）向社會(huì)予以公告，接受社會(huì)監(jiān)督，并特別提醒廣大家長(zhǎng)注意：</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;">         一、任何社會(huì)組織和個(gè)人舉辦幼兒園或校外培訓(xùn)機(jī)構(gòu)，必須經(jīng)教育行政部門(mén)審批許可；凡未經(jīng)審批許可擅自舉辦的，均屬違法辦學(xué)行為。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;">        二、在縣外取得辦學(xué)許可的民辦幼兒園和校外培訓(xùn)機(jī)構(gòu)，需要在荔波辦學(xué)或開(kāi)展培訓(xùn)的，必須到縣教育局申辦并取得辦學(xué)許可證，方可在荔波辦學(xué)或開(kāi)展培訓(xùn)，嚴(yán)禁“一證多用”。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;">        三、未取得辦學(xué)許可證的非法機(jī)構(gòu)存在以下弊端：</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;">    （一）房屋質(zhì)量、消防安全、環(huán)境等存在安全隱患，危及幼兒的身體健康。硬件設(shè)施不到位，面積小，活動(dòng)空間及休息室面積不符合國(guó)家衛(wèi)生要求，易造成傳染病的傳播。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;">    （二）無(wú)辦學(xué)存在教師學(xué)歷不達(dá)標(biāo)、無(wú)教師資格證書(shū)，保育教育工作不規(guī)范。脫離監(jiān)督管理，教育教學(xué)不規(guī)范，影響幼兒健康成長(zhǎng)。缺乏科學(xué)合理的教育理念，“小學(xué)化”傾向比較嚴(yán)重，忽略了對(duì)幼兒智力的開(kāi)發(fā)、行為習(xí)慣的培養(yǎng)，“拔苗助長(zhǎng)”式的超前教育，違背了幼兒教育、成長(zhǎng)的規(guī)律，剝奪了幼兒童年的快樂(lè)，更挫傷了幼兒的學(xué)習(xí)興趣，影響幼兒身心健康發(fā)展。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;">    （三）凡進(jìn)入非法幼兒園的學(xué)前兒童，不能統(tǒng)一納入學(xué)前教育信息平臺(tái)管理，困難家庭幼兒資助、營(yíng)養(yǎng)改善計(jì)劃等國(guó)家相關(guān)惠民政策不能享受。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;">    （四）如遇安全問(wèn)題和利益糾紛，將難以處理解決，自身利益受損。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;">        四、根據(jù)《黔南州校外培訓(xùn)機(jī)構(gòu)設(shè)置標(biāo)準(zhǔn)（試行）》第二條“實(shí)施以藝術(shù)、體育、科技、研學(xué)及其他培訓(xùn)服務(wù)的機(jī)構(gòu)，嬰幼兒及其他托管照顧服務(wù)的機(jī)構(gòu)，可以直接向企業(yè)登記部門(mén)申請(qǐng)登記”。因此，嬰幼兒及其他托管照顧服務(wù)的機(jī)構(gòu)到民政局或市監(jiān)局等部門(mén)申請(qǐng)登記。</h3><p style="font-family: -webkit-standard;
