Overarching goal for social security development. 我們要進(jìn)一步健全覆蓋全民、統(tǒng)籌城鄉(xiāng)、公平統(tǒng)一、可持續(xù)的多層次社會(huì)保障體系，～ We need to keep improving our sustainable, tiered, fair, and unified social security system that cover the entire population in urban and rural,…… ～織密社會(huì)保障安全網(wǎng)，為廣大人民群眾提供更可靠、更充分的保障，～ ……weave a strong social safety net, to provide people with comprehensive and reliable support,…… ～不斷增強(qiáng)人民群眾的獲得感、幸福感、安全感。 ……and contiune increasing their sense of fulfillment, happiness, and security. 二、科學(xué)謀劃“十四五”乃至更長(zhǎng)時(shí)期社會(huì)保障事業(yè)！ Devising sound plans for China's social security programs during the 14th Five-Year Plan period and even further into the future. 我們必須堅(jiān)持完成以下四方面工作計(jì)劃！ There are four principles that we must stick to when working out the plans. 第一、我們要堅(jiān)持系統(tǒng)觀念，把握好新發(fā)展階段、新發(fā)展理念、新發(fā)展格局提出的新要求，～ First, we must apply systems thinking, we need to have a goal grasp of the requirements arising as we enter a new development stage apply a new development philosophy, and foster a new development dynamic…… ～在統(tǒng)籌推進(jìn)“五位一體”總體布局、協(xié)調(diào)推進(jìn)“四個(gè)全面”戰(zhàn)略布局中思考和謀劃社會(huì)保障事業(yè)發(fā)展。 ……and think about and plan for the development of social security programs as we push forward coordinated implementation of the five-sphere integrated plan and the four-pronged comprehensive strategy. 第二、我們要樹(shù)立戰(zhàn)略眼光，～ Socond, we must adopt a strategic perspective.…… ～順應(yīng)人民對(duì)高品質(zhì)生活的期待，～ ……In keeping with people's expectations for a higher standard of living, …… ～適應(yīng)人的全面發(fā)展和全體人民共同富裕的過(guò)程，～ ……as well as the push to achieve well-rounded human development and common prosperity for all,…… ～不斷推動(dòng)幼有所育、學(xué)有所教、勞有所得、病有所醫(yī)、老有所養(yǎng)、住有所居、弱有所扶取得新進(jìn)展。 ……we should secure new and consistent progres in ensuring access to childcare, education, emploment, medical services, elderly care, housing, and social assistance. 第三、我們要增長(zhǎng)風(fēng)險(xiǎn)意識(shí)，～ Third, we must be more mindful of risks. ～分析社會(huì)保障可能面臨的新情況、新問(wèn)題，～ We should analyze the new situations and problems we may encounter in the future development of tbe social security system.…… ～研判未來(lái)5年、15年乃至30年我國(guó)人口老齡化、人均預(yù)期壽命提升、受教育年限增加、勞動(dòng)力結(jié)構(gòu)變化等發(fā)展趨勢(shì)，～ ……On the basis of assessing the trends toward population aging, rise of average life expectancy and average length of schooling, and changes to the workforce structure over the next 5, 15, or even 30 years. ～提高工作預(yù)見(jiàn)性和主動(dòng)性，未雨綢繆而采取應(yīng)對(duì)措施。 ……In this way, we can make our initiatives more predictive and proactive, and take precautionary measures in response. 第四、我們要拓展國(guó)際視野，～ Fourth,we must take a broader view of the outside world. ～關(guān)注國(guó)外社會(huì)保障發(fā)展情況，～ We should keep a close eye on the development of social security system in other countries,…… ～汲取經(jīng)驗(yàn)教訓(xùn)，～ ……and draw lessons and experience from them. ～既避免像一些拉美國(guó)家那樣盲目進(jìn)行“福利趕超”落入“中等收入陷阱”，～ ……This approach will help us avoid not only the blind expansion of welfare programs in some latin American countries that has led them to fall into the middle-income trap,…… ～又避免像一些北歐國(guó)家那樣實(shí)行“泛福利化”導(dǎo)致社會(huì)活力不足。 ……but also the pan-welfarism of some Nordic countries that has sapped their social vitality. 三、推進(jìn)社會(huì)保障事業(yè)高質(zhì)量可持續(xù)發(fā)展！ Toward high-quality and sustainable development. 以制度建設(shè)為引領(lǐng)，積極穩(wěn)妥推進(jìn)社會(huì)保障制度重大改革。 We will actively yet prudently advance major social security reform, taking institutional development as our guide. 深入推進(jìn)全民參保計(jì)劃，持續(xù)擴(kuò)大社會(huì)保障覆蓋范圍。 We will advance the campaign to extend social security access to all people and further expand the coverage of social security. 充實(shí)社會(huì)保障基金確保各項(xiàng)待遇按時(shí)足額發(fā)放。 We will keep social security funds replenished and ensure all benefits are paid on time in full. 健全基金監(jiān)管體系，守護(hù)好每一份“養(yǎng)老金”、“救急款”。 We will improve regulation to ensurevery pension and every social assistance payment is protected. 提升管理精細(xì)化程度和優(yōu)質(zhì)服務(wù)水平，加快推進(jìn)社會(huì)保障卡“一卡通”。 We will improve managenent and services and accelerate the adoption of all-purpose social security cards. 四、推進(jìn)社會(huì)保障法治化！ Promoting law-based development of social security. 我們要從立法、執(zhí)法、司法、守法各環(huán)節(jié)加強(qiáng)社會(huì)保障工作，～ We should bolster related work in all aspects of legislation, law enforcement, judicial practice, and observance of the law. ～在法治的軌道上推動(dòng)社會(huì)保障事業(yè)健康發(fā)展。 ……To advance healthy development of social security on a legal footing. 我們要加強(qiáng)社會(huì)保障立法工作，～ We must step up social security-related legislation, …… ～加快制定或修訂社會(huì)保險(xiǎn)、社會(huì)救助、社會(huì)福利等方面的相關(guān)法律，～ ……moving faster to formulate or revise laws related to social insurance, social assistance, and social welfare,…… ～依法落實(shí)各級(jí)政府和用人單位、個(gè)人、社會(huì)的社會(huì)保障權(quán)利、義務(wù)、責(zé)任。 ……and ensuring that related rights, obligations, and responsibilities of governme.ts at all levels, employers, individuals, and society are fulfilled in accordance with the law. 我們要依法健全社會(huì)保障基金監(jiān)管體系，～ We should improve the system for supervising social security funds through law-based methods …… ～防范化解基金運(yùn)行風(fēng)險(xiǎn)，維護(hù)基金安全。 ……to forestall and defuse risks to the operation of these funds and keep the funds secure. 我們要以零容忍態(tài)度嚴(yán)厲打擊欺詐、騙保、套?；蚺灿秘澱几黝惿鐣?huì)保障資金的違法行為，～ We must crack down on illegal conduct including insurance fraud, unlawful acquisition of insurance funds, or embezzlement of social security funds with a zero-tolerance stance,…… ～守護(hù)好人民群眾的每一分“養(yǎng)老錢”、“保命錢”和每一款“救助款”、“慈善款”。 ……and protect every cent of money that people rely on to support them through old age or meet their basic needs and every cent of funds used for relief efforts or charitable endeavors.
