color: rgb(22, 126, 251);"> 筆者作為一名祿豐市旅游人士，對(duì)祿豐市發(fā)展全域旅游，提出以下幾點(diǎn)建議:</b></h1><h1><b style="font-size: 22px; color: rgb(237, 35, 8);"> 第一，祿豐市發(fā)展全域旅游，是貫徹落實(shí)新的發(fā)展理念、適應(yīng)旅游業(yè)發(fā)展新形勢(shì)、遵循旅游業(yè)發(fā)展內(nèi)在規(guī)律的客觀需要，是轉(zhuǎn)變旅游發(fā)展方式、實(shí)現(xiàn)由門票經(jīng)濟(jì)向產(chǎn)業(yè)經(jīng)濟(jì)轉(zhuǎn)變的內(nèi)在要求，是優(yōu)化旅游空間配置、開辟旅游業(yè)發(fā)展新空間的有效途徑。開展國(guó)家全域旅游示范區(qū)創(chuàng)建工作，通過試點(diǎn)示范和引領(lǐng)帶動(dòng)，有利于各地因地制宜、突出特色、塑造品牌，形成各具特色、開放包容、共建共享的旅游發(fā)展新生態(tài)；有利于充分調(diào)動(dòng)各方力量、整合資源、優(yōu)化配置，開創(chuàng)大旅游發(fā)展新格局；</b></h1><h1><b style="font-size: 22px; color: rgb(176, 79, 187);"> 第三，祿豐市要滿足多樣化旅游發(fā)展要求，因地制宜、突出特色，大力推進(jìn)旅游產(chǎn)品建設(shè)，構(gòu)建多層次、特色化、中高端旅游產(chǎn)品體系；</b></h1><h1><b style="font-size: 22px; color: rgb(57, 181, 74);"> 第四，祿豐市要堅(jiān)持以人為本，促進(jìn)開放共享，著力加強(qiáng)旅游環(huán)境秩序建設(shè)，實(shí)現(xiàn)全域景觀化、景區(qū)內(nèi)外環(huán)境一體化、市場(chǎng)秩序規(guī)范化、旅游服務(wù)精細(xì)化；要適應(yīng)現(xiàn)代旅游綜合產(chǎn)業(yè)、綜合執(zhí)法要求，加快旅游業(yè)管理體制和執(zhí)法機(jī)制改革創(chuàng)新，鼓勵(lì)有條件的創(chuàng)建單位率先推廣設(shè)立綜合性旅游管理機(jī)構(gòu)和旅游警察、旅游法庭、旅游工商分局等“1+3”模式。</b></h1><h1><b style="font-size: 22px; color: rgb(22, 126, 251);"> 1991年10月，祿豐市首屆恐龍文化旅游節(jié)成功舉辦，祿豐獨(dú)有的恐龍文化品牌得以推出，展現(xiàn)了祿豐的經(jīng)濟(jì)、文化等社會(huì)發(fā)展風(fēng)貌，深受廣大群眾歡迎，并一直延續(xù)到2002年的第四屆祿豐恐龍文化節(jié)。2003年第五屆祿豐恐龍文化旅游節(jié)將辦節(jié)主題定為“恐龍與孩子”，力借孩子將祿豐恐龍推向全國(guó)，推向世界，尋找商機(jī)。從2003年以來，祿豐市一屆接著一屆，持續(xù)不斷地舉辦恐龍文化旅游節(jié)，迄今為止祿豐恐龍文化旅游節(jié)已發(fā)展成為“中國(guó)最負(fù)城市形象品牌節(jié)慶”，在董枝明教授即將出版的《祿豐恐龍谷》一書里這樣寫到，祿豐市是中國(guó)第一個(gè)有恐龍節(jié)的地方。今年的恐龍文化旅游節(jié)開幕式，旨在啟動(dòng)建設(shè)“祿豐全域旅游”。通過舉辦恐龍文化旅游節(jié)系列活動(dòng)，擴(kuò)大“世界恐龍之鄉(xiāng)--祿豐”的知名度，影響力，吸引力 。</b></h1><h1><b style="font-size: 22px; color: rgb(255, 138, 0);"> 元至元十二年（1275 ）安寧千戶之析置祿豐縣，治于白村；同年置羅次州；路賧千戶所改為廣通縣屬南安州，治今廣通鎮(zhèn)，民國(guó)《廣通縣查報(bào)省志資料冊(cè)》：元改廣通縣，雖華言，實(shí)以道通西迤，隨意名之，無深義可求，或謂歷代為滇西重鎮(zhèn)，道路四通八達(dá)，故名；二十四年（1287）羅次州改羅次縣，治于今仁興鎮(zhèn)；據(jù)《元史·地理志》：本烏蠻羅部，地險(xiǎn)俗悍；至元十二年，因羅部立羅次州；另據(jù)民國(guó) 《羅次縣征集地志》：元代取烏蠻之羅 (今碧城一帶)、次 (今腰站一帶) 兩部合為一縣，故稱羅次縣。明朝羅次縣遷于今碧城鎮(zhèn)；弘治十三年（1500）羅次縣直屬云南府，祿豐縣屬安寧州，廣通縣屬楚雄府。</b></p><p class="ql-block"><b style="font-size: 22px; color: rgb(22, 126, 251);">——《魅力祿豐》（采編/李加兵）</b></p> <h1><b style="font-size: 22px; color: rgb(237, 35, 8);"> 【祿豐市的前世】</b></h1><h1><b style="font-size: 22px; color: rgb(255, 138, 0);"> 公元751年，南詔王皮羅鳳背叛大唐投靠吐蕃，派遣部將閣阿褒帶兵在白甸村修筑土城（在今祿豐南古城），當(dāng)時(shí)的城四面都筑有護(hù)城河，土城被水環(huán)繞于中央，土城東面一木橋出入土城。時(shí)光行走，歲月悠悠，直到1275年元朝在此設(shè)縣，白甸村就是縣城。在數(shù)百年的歷史長(zhǎng)河中，戰(zhàn)亂、地震、水災(zāi)、大旱在這塊土地上循環(huán)演繹，祿豐壩子逐漸形成，此地成為滇洱絲綢古道上的交通樞紐，省城西路的要沖。</b></h1><h1><b style="font-size: 22px; color: rgb(22, 126, 251);"> 自從在白甸村建土城，至今已有千載。祿豐幾經(jīng)風(fēng)雨幾經(jīng)霜，特別是大明王朝時(shí)期。周邊地區(qū)土司叛亂給祿豐帶來浩劫，在歷史上很著名的叛亂就有武定鳳朝文叛亂、鳳繼祖叛亂、鳳阿克叛亂等等，都波及到祿豐，給祿豐帶來極大的災(zāi)難。</b></h1><h1><b style="font-size: 22px; color: rgb(176, 79, 187);"> 其中鳳阿克叛亂給祿豐帶來的是毀滅性的浩劫。萬歷35年冬月，歷經(jīng)數(shù)次戰(zhàn)爭(zhēng)尚未修復(fù)的祿豐土筑縣城，在武定叛軍首領(lǐng)鳳阿克派鄭舉帶兵一舉攻破。祿豐縣令蘇夢(mèng)旸調(diào)兵抵抗；時(shí)任廣東新野縣令的祿豐縣中村籍人唐俊德回鄉(xiāng)探親恰遇此亂，迅速召集民眾抵抗；南平關(guān)第九任土巡檢李印率文武癢生周國(guó)兵等一百多人奮力抵抗……終于，因寡不敵眾，縣令蘇夢(mèng)旸被俘，不幸殉難，其他人全部陣亡。</b></h1><h1><b style="font-size: 22px; color: rgb(57, 181, 74);"> 在祿豐縣金山鎮(zhèn)大北廠村人王勸士教授（明大學(xué)士王錫袞之父）單騎前往與參加叛亂的周邊叛軍頭人談判，講清順逆禍福的利害關(guān)系，受到頭人的認(rèn)可。加上御使巡按周懋統(tǒng)領(lǐng)江南六省兵馬才把鳳逆剿平。此役，祿豐官署、民房、學(xué)校、神廟全部被毀。黎民百姓多遭殺害，婦女為免遭侮辱投井至井滿多口，無數(shù)人跑到星宿江邊因沒有橋走投無路慘遭殺害和投江身亡。岸上尸橫片野，江中數(shù)里漂尸，星宿江都被染紅了。</b></h1><h1><b style="font-size: 22px; color: rgb(255, 138, 0);"> 浩劫之后，祿豐已經(jīng)千瘡百孔、滿目瘡痍，猙獰不堪。新任祿豐縣令向兆麟面對(duì)此情此景，在萬歷38年不得不上書云貴總督周懋，把祿豐的情況反映給周懋。周懋立即令云南巡撫鄧美、按察使毛鳳韶?fù)軒煦y萬兩，重新修建祿豐縣城大磚城墻。在松園山（今祿豐縣金山北廠姚沖村）造窯燒大磚，在科甲（今祿豐縣金山科甲石灰壩）燒石灰，按朝廷規(guī)定修筑城墻依山傍水，周長(zhǎng)三里、高一丈六尺、下腳一丈二尺厚、上口厚一丈，有內(nèi)附墻外垛口，內(nèi)筑土外包磚?？h城開四門，城門有城樓和炮臺(tái)。四門分別是北門拱極（今縣委政府門前停車點(diǎn)），西門河清（現(xiàn)在的西門街口），南門來熏（現(xiàn)在南門十字街口），東門聚奎（現(xiàn)在的旱馬坑）。城池終于牢固，萬歷45年，鳳阿杰叛亂，率軍攻城，大磚城墻終于抵擋住了叛軍。</b></h1><h1><b style="font-size: 22px; color: rgb(237, 35, 8);"> 祿豐縣城終于走過了一段艱難的歲月，挺起腰桿向人們走來，縣城南門最高，時(shí)有修補(bǔ)。</b></h1><h1><b style="font-size: 22px; color: rgb(22, 126, 251);"> 隨著社會(huì)發(fā)展的需要，康熙九年，縣令丁宗閔重修一次。光緒三十年，縣令尹調(diào)元補(bǔ)修一次。民國(guó)六年，知事李瑗重修一次，并提碑記。民國(guó)十三年9月，東、西、北三面一律倒塌，縣知事陳念祖急籌巨款，令實(shí)業(yè)所長(zhǎng)張文炳、一區(qū)團(tuán)首劉恩寬監(jiān)修。</b></h1><h1><b style="font-size: 22px; color: rgb(255, 138, 0);"> 據(jù)《民國(guó)祿豐縣志條目》載：“城墻或已坍塌兒重修，或因防防而增筑，均須考察年月以記之。祿邑城垣，因防匪增筑。于民國(guó)十四年以后，匪患侃虞，城防吃緊，集紳商議計(jì)劃，遂于城壁上建碉樓四座，筑哨所十二個(gè)。又于順城墻外蓋三長(zhǎng)余高耳碉三個(gè)以防，城墻腳及城門各處，均派團(tuán)兵壯丁駐防，員紳晝夜巡查。前后三年保城，得其安……”</b></h1><h1><b style="font-size: 22px; color: rgb(176, 79, 187);"> 直到上個(gè)世紀(jì)八、九十年代，走進(jìn)祿豐城，你已經(jīng)看不到城樓，看不到城門，也看不到城樓的殘磚片瓦。因?yàn)殡S著歲月的行走，不需要的東西在人們的視線當(dāng)中也就會(huì)漸漸的消失。只有熟知祿豐歷史的人們會(huì)告訴你，這里是西門、這里是南門、這里是北門……</b></h1><h1><b style="font-size: 22px;
